فلسطینی رکنیت پریونیسکو کی امداد بند


نیویارک : یونیسکو کی جانب سے فلسطین کو مکمل رکنیت دینے پر امریکانے تنظیم کے6 کروڑ ڈالرکی امداد روک لی ہے۔
امریکا نے 6 کروڑ ڈالر کی امداد نومبر میں یونیسکو کو دینا تھی ،جسے یونیسکو کی جانب سے فلسطین کو مکمل رکنیت دینے پر روک دیا گیا ہے۔
امریکی محکمہ خارجہ کی ترجمان وکٹوریا نولینڈ نے بتایا کہ یونیسکو میں فلسطین کو رکنیت دینے سے امن کے عمل کونقصان پہنچے گااور امریکا یونیسکومیں شامل ممالک کے فیصلے سے اتفاق نہیں کرتا۔

عبداللہ گل سے زرداری کی ملاقات


استنبول : پاکستانی صدر آصف علی زرداری اور ترکی کے صدر عبداللہ گل نے پاکستان اور ترکی کے درمیان تمام شعبوں میں شراکت داری کو مزید گہرا اور مضبوط کرنے کے لیے کرنسی کے تبادلے کے معاہدے کو حتمی شکل دینے سے اتفاق کیا ہے۔
دونوں رہنماﺅں نے پیر کو تفصیلی ملاقات میں ای سی او تجارتی معاہدے‘ گل ٹرین‘ دونوں ممالک کے درمیان اعلیٰ سطح کی تعاون کی کونسل اور ترکی یونیورسٹیز کے اشتراک سے پاکستان میں ٹیکنالوجی پارکس قائم کرنے کے معاملات پر پیشرفت کا جائزہ لیا۔
پاکستانی صدر کے سیکرٹری جنرل سلمان فاروقی اور پاکستانی سفیر ہارون شوکت نے صدر زرداری جب کہ پاکستان میں ترکی کے سفیر ہزلان بابر نے ترک صدر کی معاونت کی۔
قبل ازیں ترک صدر عبداللہ گل جو (کل) منگل کو سہ فریقی سربراہ اجلاس کی میزبانی کریں گے نے پیر کی شب صدارتی محل میں صدر آصف علی زرداری اور افغان صدر حامد کرزئی کے اعزاز میں عشائیہ دیا۔
اس موقع پر تینوں صدر نے باہمی دلچسپی کے معاملات اور تینوں ممالک کے درمیان تعلقات پر تبادلہ خیال بھی کیا۔

US wants Pakistani intelligence help in Afghan talks: NYT

WASHINGTON - A month after accusing the premier Pakistani intelligence agency of supporting the Haqqani network, the United States is trying to secure the help of the Pakistani intelligence service to organise reconciliation talks in Afghanistan aimed at ending the war there, The New York Times reported Monday. 
The newspaper said overtures were taking place just a month after President Barack Obama’s administration accused Pakistan’s spy agency of secretly supporting the Haqqani terrorist network, which has mounted attacks on Americans. 
The revamped approach, which Secretary of State Hillary Clinton has called “Fight, Talk, Build,” combines continued US air and ground strikes against the Haqqani network and the Taliban with an insistence that the Inter-Services Intelligence (ISI) get them to the negotiating table, the report said.
Top US officials including Clinton visited Pakistan this month to press for action against Islamic extremists, particularly the Haqqani network, which is blamed for anti-US attacks in Afghanistan.
But some elements of the ISI see little advantage in forcing those negotiations, because they see the insurgents as perhaps their best bet for maintaining influence in Afghanistan, the paper noted. 
The efforts at brokering a deal with militants came as early hopes in the White House about having the outlines of a deal ready in time for a multinational conference on Afghanistan on December 5 in Bonn, Germany, had been all but abandoned, the Times noted.
Even inside the Obama administration, the new initiative had been met with deep scepticism, in part because the Pakistani government had developed its own strategy, the paper stated. 
One senior US official summarized the Pakistani position as “Ceasefire, Talk, Wait for the Americans to Leave.” 
The daily said, in short, the United States was in the position of having to rely heavily on the ISI to help broker a deal with the same group of militants that leaders in Washington say the spy agency is financing and supporting.

Appoint SC judges on merit: Yasin


LAHORE - Newly elected Supreme Court Bar Association (SCBA) President Muhammad Yasin Azad on Monday demanded that Supreme Court (SC) judges be appointed on merit to remove the reservations of lawyer. Addressing a press conference along with former SCBA President Asma Jahangir, Azad said the method of appointing judges to the SC was acceptable but some junior judges from the Singh High Court had been elevated to the SC which was unfair and a violation of the merit policy.
Azad said each institution must act within its Constitutional limits or the country would suffer. Asma said lawyers have reservations over the elevation of junior judges of the SHC to the SC.
To a question, she said in the bar election neither the government nor the judiciary can succeed and the success of Azad in the election was the success of the lawyers and no-one else.

Abbottabad commission briefed by foreign secretary


ISLAMABAD - The Abbottabad operation Inquiry Commission on Monday conducted a detailed interview of Foreign Secretary Salman Bashir who presented his perceptions to the commission about the US raid on the hideout of al-Qaeda chief Osama bin Laden. The proceedings of the commission were held at the Cabinet Division under the chairmanship of Commission President Justice (r) Javed Iqbal.
The meeting was also attended by commission members IGP (r) Abbas Khan, Ambassador (r) Ashraf Jehangir Qazi and Lt. Gen. (r) Nadeem Ahmed, members of the Commission. The Commission will meet again today (November 1).

Pakistan to push for ceasefire with Taliban

ISLAMABAD - With the Istanbul Conference on Afghanistan slated for tomorrow (Wednesday) all set to give nod to the US plan for peace dialogue with the Taliban, Pakistan will try to impress upon the US and other participating nations for a “ceasefire” with the Mullah Omar-led insurgents, urging them that without this move there would be no headway in negotiations.
Foreign Minister Hina Rabbani Khar will lead Pakistan’s delegation at the conference. A day before the Istanbul conference, there will be a Pakistan-Afghanistan-Turkey summit for which President Asif Ali Zardari and Army Chief General Ashfaq Kayani have already reached Turkey. “Reconciliation with the Taliban will be discussed in detail at the Istanbul conference and the trilateral summit between Pakistan-Afghanistan and Turkey. This vital issue will also be discussed in detail at a follow up conference on Afghanistan in Bonn on December 5,” said a Pakistani diplomat on Monday, requesting anonymity.
He said Foreign Minister Hina would be among the senior diplomats from 20 countries, including US Secretary of State Hillary Clinton, at the Istanbul conference that was intended to map out Afghanistan’s future. “As the US and other western powers seek the help of Pakistan and other regional states for lasting peace in Afghanistan, Islamabad will tell Washington and its other allies that for durable peace in the war-torn country it is a must that a ceasefire is announced by US and NATO forces fighting against the Taliban, without which the Taliban will not engage in meaningful talks,” the diplomat said. Another Pakistani official said Pakistan would also talk about its reservations over the proposed draft of the declaration of Istanbul Conference, which contained a proposal to set up a “regional structure” for peace and stability in Afghanistan. He said the regional group envisaged in the proposal would include around a dozen states neighboring Afghanistan, such as India, along with the US. “Pakistan is particularly disturbed about the Indian role in Afghanistan and it raised that issue with the US during the recent visit of Secretary Clinton to Islamabad,” he said.
He said that Pakistan would urge all regional and international players at Istanbul conference to come up with unambiguous commitment about the sovereignty of Afghanistan. The official said it was our concern that some countries in the region would use Afghanistan to destabilise the region and further only their interests. He said that Pakistan was participating in the Istanbul conference because of its commitment to permanent peace and stability in Afghanistan, but at the same time it did not have much expectation from the conference owing to serious differences between the different regional and international players on important issues pertaining to the neighboring state.

کابل : شورش زدہ ملک افغانستان کے صوبے قندہار میں واقع اقوام متحدہ کے زیر  انتظام کام کرنے والی این جی او کے دفتر کے باہر  کار کے ذریعے ہونے والے خود کش حملے میں 3 سکیورٹی اہلکار ہلاک اور 2 زخمی ہوگئے ہیں۔
نمائندہ دی نیوز ٹرائب کے مطابق  پیر کی صبح خود کش حملہ آور نے کار آفس کے داخلی دروازے سے ٹکرا دی جس  کے بعد 2 حملہ آور دفتر میں داخل ہوگئے جن کو  پولیس نے گھیرے میں لے لیا ہے۔
حکام کے مطابق دھماکہ طالبان کی جانب سے کیا گیا جب کہ اندر داخل ہونے والے  خود کش حملہ آوروں سے مقابلہ جاری ہے جو کہ قریبی پولٹری میں موجود ہیں ۔
حکام نے بتایا کہ دونوں جانب سے فائرنگ کا سلسلہ  تاحال جاری ہے۔
ادھر طالبان کے ترجمان یوسف احمدی نے اقوام متحدہ کی زیر انتظام  کام کرنے والی تنظیم پر حملے کی ذمہ داری قبول کرلی ہے۔

’مہنگائی پر قابو پانے کیلئے کوشش جاری‘

نئی دہلی: بھارتی وزیراعظم منموہن سنگھ نے کہاہے کہ ملک میں عام اشیاء کی بڑھتی ہوئی قیمتوں پر قابو پانے کے لئے ان کی حکومت کوششیں کرتی رہےگی۔
بھارت کے دارالحکومت دہلی میں صوبائی گورنروں کے ایک اجلاس سے خطاب کرتے ہوئے انہوں نے کہا کہ عام غذائی اشیاء کی بڑھتی ہوئی قیمتوں اور بدعنوانی پر تشویش ہے اس پر قابو پانے کے لئے ریزرو بینک آ‌ف انڈیا اس سلسلے میں ضروری اقدامات کرتا رہے گا۔
منموہن سنگھ نے کہا اس وقت افراط زر کی شرح پر قابو پاتے ہوئے معیشت کی ترقی کو یقینی بنانا سب سے بڑا چيلنج ہے اس سلسلے میں حکومت نے کچھ سخت قدم اٹھائے ہیں اگر اس پر جلد قابو نہ پایا جاسکا تو آنے والے دنوں میں سخت اقدامات کئے جائیں گے جب کہ غذائی اشیاء پر قابو پانے کے لیے زرعی پیداوار بڑھانے کی بھی سخت ضرورت ہے۔

شہبازعمران سے متفق


لاہور: پاکستان مسلم لیگ ن کے رہنما اور پنجاب کے وزیر اعلی ٰ شہباز شریف نے  عمران خان کی جانب سے اثاثے ظاہر کرنے کی تجویز کی حمایت کردی ہے۔
لاہور میں میڈیا کے نمائندوں سے بات کرتے ہوئے شہباز شریف نے کہاکہ بیرون ملک موجود سیاست دانوں کے اثاثوں ہی کی نہیں بلکہ ملک میں موجود اثاثے بھی ظاہر ہونا چاہیں۔
انہوں نے کہاکہ یہ تجویز درست ہے کہ عوام کو سیاست دانوں کے اثاثوں کی مالیت معلوم ہونی چاہیے لیکن جو خود ہی سو سو کنال کی زمین رکھےاورغریبوں کی بات کرے اسے بہرحال اپنے طرز عمل پر غور کرنا چاہیے۔

Alliance with Nawaz possible: Imran

LAHORE - Pakistan Tehrik-e-Insaf (PTI) chief Imran Khan said that alliance with Nawaz Sharif is possible if Nawaz declared his real assets. 
Talking to the media before living for China on a three-day visit, Imran said that a big change has come and time has run out for the old political parties. He added that he has set up a cell for the declaration of assets of the leaders.
Imran also said that when his party would be ready, he would visit the Supreme Court and the Election Commission to give an ultimatum to these institutions, before blocking all cities of the country.
Moreover, the PTI chief invited all political parties to join hands to save the country. He said that the doors of PTI are open for all honest politicians.
Khan said that Supreme Court has directed to enroll more than 30 million votes. He encouraged the youth to enroll their name for bringing change in the country. 
Commenting on the country's relations with China, Khan said that China made progress by leaps and bounds during last twenty-years and Pakistan could take advantages from China’s experiments.

Country stepping back rather than moving forward: CJP


SLAMABAD - Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry has said Pakistan is stepping back rather than moving ahead despite being a nuclear state.
He gave these remarks while presiding over a 2-member bench of Supreme Court (SC) during the course of hearing of suo motu notice of non-payment of pension and salaries to railways employees.
Railway Board Secretary Shafi Ullah told the court that payment would be started to pensioners and employees from November 1. However, it could take one month in making payment to the pensioners through banks, he added.
The corruption had destroyed railway department, the CJP said and added that a senior citizen and a person who spends his whole life in serving railway, loses his life while standing in queue for receiving pension but no one cares for him.
Former Railway minister Sheikh Rashid Ahmad said the present management was responsible for destruction of railway department. Railway’s technical staff had been sent on leave forcibly and grade-16 employees had been allowed to work in place of grade-19, he added.
Railway scrap had been sold out at throwaway rate and influential people were occupying railway land, he said adding that situation in railway could be improved if illegally occupied land was recovered.
Shafi Ullah told the court Sheikh Rashid was responsible for the prevailing situation in railway. The then railway management wanted to run cargo train but Sheikh Rashid ran 20 passenger trains due to which deterioration set in, he added.
The CJP remarked what a plight of railway was that a bulb costing Rs 400 had been purchased at the rate of Rs 700. How such type of corruption would be contained, he questioned.
Railways chairman said railway scrap worth Rs 500,000 per metric ton had been sold out at the rate of Rs 28,000 metric ton. However sale of further scrap had been stopped, he added. 
The CJP remarked, “Electric cable which was laid upto Khanewal has been stolen due to negligence. You have no money for PSO. Circular debt comes to you. How will payment of salaries amounting to Rs 2 billion be made to employees per month. How the affairs will run one when a grade-18 officer would be inducted on purchase duty in place of grade-21 officer, he questioned.”
Railways chairman said task force had been constituted to increase revenue of department. The hearing of the case has been adjourned till November 10.

Transparency team discusses accountability process with NAB Chief


 - The Transparency International Team led by Sohail Muzaffar and NAB Chairman, Admiral (Retd) Fasih Bokhari discussed the process of Accountability and the areas of mutual cooperation between the two organizations to root out corruption from the society. 

Various issues related to accountability, anti-corruption laws and awareness in regulatory mechanisms were discussed during their meeting here on Monday. 
According to a press release, the NAB Chairman informed TI that NAB is carrying out a comparative study of the Accountability Bill against the different similar enactments of other countries. He stressed that the experience of NAB had not been considered in the drafting of the bill. A seminar was proposed to be held by inviting stakeholders for soliciting their views on improvements to the Accountability Bill. Revamping the lacunae in laws and rules that allow space for corruption has been lacking said the Chairman.
The Chairman stressed the need for capacity building in financial forensic capabilities for the NAB investigators. The Chairman explained that the huge financial volume of corruption injected into third world countries through kickbacks is not being considered in the international index surveys of TI. This leads to a misconception that the supplier countries are clean and only the Third World is corrupt. 
Adil Gilani, the Advisor TIP stressed the need to ensure implementation of punitive clauses of PPRA Rules. He appreciated the NAB Accountability Bill review initiative and offered support for the seminar event. Mr. Gilani also apprised the NAB participants of the efforts made at the global level to meet the menace of corruption and the support that could be made available to NAB by TI.
TI delegation included Sohail Muzaffar, Adil Gillani, Saad Rashid, Executive Director, Dr. Ayesha Siddiqa, Trustee, and Wajid Jawad; while the Deputy Chairman, DG A&P and Director NACS attended from NAB.

PM extends old design note of Rs 500 for next year


ISLAMABAD - Prime Minister Syed Yousaf Raza Gilani has approved the date of exchange of old design note of Rs.500 for further one year.
On the request of the public and parliamentarians and recommendations of Ministry of Finance, Prime Minister has approved extension in the date of exchange of Rs.500 (old design) bank note by commercial banks for further period of one year up to 30th September 2012.

کابل حملہ، حقانی گروپ کادنیاکو پیغام


کابل : افغان دارلحکومت کابل میں اب تک کی سب سے تباہ کن زمینی کارروائی کرکے حقانی گروپ نے دنیا خصوصاً افغانیوں کو پیغام دیا ہے کہ وہ غیر ملکی فوجیوں کو کہیں بھی قتل کرنے کا اہل ہے۔
یہ بات امریکی اخبار نیویارک ٹائمز کی ایک رپورٹ میں کہی گئی ہے۔اس حملے میں 13 غیرملکی فوجیوں سمیت 17 افراد مارے گئے تھے۔
رپورٹ کے مطابق کابل حملے کی ذمہ داری طالبان نے قبول ضرور کرلی ہے مگر امریکی و افغان حکام کو یقین ہے کہ یہ حقانی گروپ کی کارروائی ہے، جس کے جنگجو حالیہ چند ماہ کے دوران اہم فوجی اہداف کو نشانہ بنا کر خود کو زیادہ بہتر تربیت یافتہ اور منظم ثابت کرچکے ہیں۔
اخبار کے مطابق ایک مغربی سفارتکار نے نام چھپاتے کی شرط پر بتایا ہے کہ یہ بات واضح ہے کہ اس حملے کے پیچھے حقانی گروپ ہے، جنھوں نے امریکی وزیر خارجہ ہیلری کلنٹن کے حالیہ دورہ پاکستان پر اپنا رفعمل ظاہر کیا ہے۔
خیال رہے کہ ہیلری کلنٹن نے حکومت پاکستان سے حقانی نیٹ ورک کے خلاف کارروائی کرنے کا مطالبہ کیا تھا۔
اخبار میں افغان تجزیہ کار کے حوالے سے کہا گیا ہے کہ یہ منصوبہ بندی سے کیا گیا حملہ ہے جو پاکستان پر امریکہ کی جانب سے حقانی نیٹ ورک کے خلاف ڈالے جانے والے دباﺅ کا ردعمل ہے۔
افغان انٹیلی جنس سروس کے ترجمان کا کہنا ہے کہ اس طرح کے حملے حقانی نیٹ ورک ہی کرتا ہے کیونکہ کابل ان کی کارروائیوں کا مرکز ہے۔
نیٹو کے ترجمان بریگیڈئیر جنرل کارسٹن جیکسن کا کہنا ہے کہ رواں برس امریکی فورسز کی پیشقدمی سے جنوبی علاقوں میں طالبان کا زور کم ہوا ہے اس لئے وہ جوابی حملوں کے دیگر طریقوں پر عمل کر رہے ہیں۔
انھوں نے کہا کہ گزشتہ چند ماہ کے دوران عسکریت پسندوں کی جانب سے غیرملکی فورسز پر حملوں میں اکثر افغان اہلکار یا شہری ہی مارے گئے ہیں، تاہم انھوں نے تسلیم کیا کہ عسکریت پسندوں کچھ کامیابیاں بھی حاصل کی ہیں۔ان کے مطابق ان حملوں سے عسکریت پسندوں نے بہت زیادہ پبلسٹی حاصل کی ہے۔
اخبار کے مطابق اس نظرئیے کا سامنے رکھا جائے تو کافی تعداد میں امریکی فوجیوں کی ہلاکت خصوصاً افغان دارلحکومت میں ایک قابل ذکر کامیابی ہے۔

Pakistan suffered more from terror than any other country: Zardari

ISTANBUL - President Asif Ali Zardari has said that Pakistan has suffered great loss in fighting terrorism and lost over 36,000 innocent men, women and children besides suffering direct economic loss over 70 billion dollars in this fight.
In an interview published prominently at the front page of leading Turkish newspaper Hurriyet, President Zardari, who is here to attend trilateral summit on Afghanistan said, “No country has made greater contributions and sacrifices in fighting terrorism than Pakistan.”
He said, “We have lost our great leader and my wife Shaheed Benazir Bhutto in the hands of terrorists. No one should question our commitment or intentions in fighting the war.”
President Abdullah Gl will host the sixth trilateral Turkey-Afghanistan-Pakistan summit here on Tuesday and President Asif Ali Zardari will meet his Afghan counterpart Hamid Karzai for the first time after the assassination of former Afghan president and Peace Council head Burhanuddin Rabbani on September 20 and set a new struggle strategy on terror.
Replying to a question, President Zardari said the Osama Bin Laden issue is a “history” and Pakistan is looking forward to a new chapter of relations with the United States. He said the source of the greatest evil of the new millennium met his eventual fate.
“We should look forward into the future and ensure that the militant mindset is defeated and the sooner we stop public criticism and finger pointing at each other and coordinate our resources, the better it will serve the cause of peace and stability and in the fight against extremism and militancy, ”he said.” The president said, “Our relations should be based on respect for sovereignty and mutual trust”.
President Zardari said Pakistan is grateful to the Turkish nation for their deep compassion and sublime generosity towards the millions of Pakistanis affected by the 2010 and 2011 floods as well as in the October 2005 earthquake.
He said the people and government of Pakistan mourned with their Turkish brethren in the wake of the natural calamity in Van. President Zardari said, “We have dispatched relief goods to Turkey as a gesture of solidarity.”
The president said, “We supported each other in our wars of independence; we supported each other in natural disasters and calamities also. We are One Nation living in Two States.”
He said under the present arrangement, visa is not required for holders of diplomatic and official passports and the eventual goal is a visa free regime for all citizens and the currency swap agreement to enhance the bilateral trade.

شمالی وزیرستان میں ڈرون حملہ، 3 افراد ہلاک


شمالی وزیرستان: پاکستان کے قبائلی خطے شمالی وزیرستان کے علاقے میر علی میں امریکی جاسوس طیارے کے حملے میں 3 افراد ہلاک ہوگئےہیں۔
ذرائع کے مطابق امریکی جاسوس طیارے نے حملے کے دوران گاڑی پر 2 میزائل داغے جس کے نتیجے میں 3 افراد موقع پر ہی ہلاک ہوگئے جب کہ متعدد زخمی ہیں۔
ڈرون حملے کے بعد جاسوس طیاروں کی پروازیں جاری ہیں جس کی وجہ سے علاقے میں شدید خوف و ہراس پایا جارہاہے۔

ٍصغا ء ائر بیس پر دھماکے


صنعاء : یمن کے دارالحکومت صنعاء میں الدلامی ایئر بیس پر فائرنگ اور یکے بعد دیگرے 4 بم دھماکوں کے نتیجے میں 2 طیارے تباہ ہوگئے۔

سول ایوی ایشن حکام نے واقعہ کی تصدیق کرتے ہوئے بتایا ہے کہ بم دھماکوں سے ایئر بیس پر کھڑے 2 طیاروں کو آگ لگ گئی ہے۔
غیرملکی میڈیا رپورٹ کے مطابق بم دھماکوں سے قبل شدید فائرنگ بھی ہوئی جس سے اس بات کو تقویت ملتی ہے کہ مذکورہ واقعہ حملہ آور کارروائی ہے۔
علاوہ ازیں حکومت نے الدلامی ایئربیس پر حملے کی اطلاع ملتے ہی دارالحکومت صنعاء میں واقعہ انٹرنیشنل ایئرپورٹ عارضی طور پر بند کرنے کے احکامات جاری کردے ہیں۔.
فوری طور پر اس بات کا علم نہیں ہوسکا کہ واقعہ میں کس حد تک نقصان ہوا ہے اور کوئی ہلاکت بھی ہوئی ہے یا نہیں، حملہ آوروں کی تفصیل بھی سامنے نہیں آسکی۔

نمائندہ دی نیوز ٹرائب کے مطابق کراچی میں تبت سینٹر سے مزارقائداعظم تک بڑی تعداد میںموجود ہزاروں کارکنان کی ریلی سے خطاب کرتے ہوئے انہوں نے کہاکہ ہم کاغذی شیروں سے ڈرنے والے نہیں ہیں۔
انہوں نے خطاب کے دوراں کہاکہ لاہور کے جلسے میں صدر کےخلاف نازیبا زبان استعمال کی جس کی وجہ سے ہم عوام اور جمہوریت کی خاطر صدر کے ساتھ ہیں۔

Australia invites Pakistan for counter-terror, investment ties

PERTH, Australia - Prime Minister Julia Gillard of Australia on Sunday invited Pakistan for a meaningful dialogue to deepen economic ties, enhance cooperation in agriculture and undertake joint investment ventures to strengthen bilateral relations and as an effective means to counterterrorism.
Gillard extended invitation to Prime Minister Yousaf Raza Gilani at a meeting on the sidelines of the Commonwealth Heads of Government Meeting (CHOGM) in Perth. The Australian prime minister said her country looks forward to the bilateral visit in 2012 along with delegation comprising businessmen, investors and agriculturists so as to explore new avenues for cooperation between the two countries.
The current volume of trade between Pakistan and Australia, the fifth largest development partner, has surged to 700 million dollars, still far below the real potential between the two countries. Gillard said Australia considers development as an important component of counter-terrorism strategy and would widen the scope of cooperation with Pakistan in all areas.
Prime Minister Gilani also extended an invitation to the Australian prime minister to visit Pakistan and said there was a need to find new avenues of cooperation, particularly in areas of agriculture, energy, education, infrastructure and health. He said that the international community needs to extend assistance to Pakistan to enhance its capacity to fight the terrorists who were a common enemy.
He said suicide bombings cause flight of capital and scare away the investors despite the lucrative incentives offered by the government. The prime minister gave detailed account of Pakistan’s role in the war on terror in which about 35,000 people had been killed including 5000 law enforcement personnel, with an equal number disabled.
However, he pointed that the military operation was not a sustainable resolution as political process has to be initiated to bring peace. The prime minister said his initiative of political reconciliation was not taken seriously by the US leadership, but now his stance has been vindicated as the world is now urging a political solution for long-term stability in Afghanistan.
During the four-day visit of Prime Minister Gilani, Pakistan and Australia also inked the four-year Australia-Pakistan Development Partnership that lays the foundations for future engagement between the two countries on aid and development.
The partnership, signed by Foreign Minister Hina Rabbani Khar and her Australian counterpart Kevin Rudd and commits both countries to accountability and mutual responsibility for development results and joint reviews of progress against the partnership’s commitment to accelerate progress towards the Millennium Development goals. It will underpin activities in the health, education, and agriculture and rural development sectors.

Imran shows strength, announces civil disobedience movement

LAHORE - A crowd of thousands gathered on Sunday for a rally at Minar-e-Pakistan in Lahore called by Pakistan Tehreek-e-Insaaf Chairman Imran Khan to press the Pakistan People's Party-led coalition government and also President Asif Ali Zardari to step down.
Dancing to a drumbeat and waving the party's red and green flags, supporters of the Tehreek-e-Insaaf filled the sprawling Minar-e-Pakistan ground which was ringed with tight security. "Who will save Pakistan? Imran Khan, Imran Khan," the crowd chanted. More than 30,000 people had gathered as the meeting began at 4pm with more on the way, according to witnesses, as the crowd waited for a scheduled appearance by their hero.
Imran Khan's party slogan is "throw this government out and save the country," in a campaign aimed at the ruling coalition led by Zardari and the party of former prime minister Nawaz Sharif. Imran, who guided Pakistan to a World Cup win in 1992, brims with confidence that he can solve Pakistan's myriad and devastating problems. But his party has no seats in the parliament and it is criticised for lacking grassroots support and the infrastructure needed to win an election.
The rally, seen as a show of strength, comes two days after Nawaz Sharif's brother Shahbaz Sharif, attracted some 30,000 people at an anti-Zardari protest also in the key political battleground of Lahore. The Pakistan Muslim League-N (PML-N) held a demonstration on Friday to demand early elections in its political heartland -- it controls the Punjab provincial government despite being in opposition at national level.
The venue for Imran Khan's public meeting was bedecked with banners and hoardings showing portraits of the former cricketer and the founder of the nation Muhammad Ali Jinnah. He was due to a peak later. Earlier, Tehreek-e-Insaf Secretary General Arif Ali said Imran Khan will make important announcements regarding the country's politics and future course of action.
"The wind of change of has started in the country and anyone coming in its way would be eliminated," Alvi said and added Tehreek-e-Insaaf wants the rule of people constitution and law in the country. "It is going to be historic. We have our supporters and voters coming from Lahore and its suburban areas and the expected gathering would be over 100,000 people," Malik Zaheer Abbas Khokhar, a member of the party's organising committee said.
Lahore, with a population of eight million, is second-biggest city and the capital of the most populous province Punjab, which commands the greatest number of seats in the national assembly or lower house of parliament. That makes it bitterly contested territory where opposition leaders are targeting President Zardari. They are looking to exploit disillusionment with the ruling PPP which swept to power in February 2008, two months former prime minister Benazir Bhutto was assassinated.
The party had expressed some concerns about inadequate security arrangements and blocking of the convoys coming from other cities. "We have been reassured by the provincial police chief about the security of the gathering and smooth flow of traffic for our convoys," Khokhar told AFP. Senior police official Ghulam Mahmood Dogar told reporters that all steps had been taken to provide "fool-proof" security at the public meeting.

Ex-spy held for planning attack on Parliament House


ISLAMABAD - The security forces have arrested a former employee of an intelligence agency for allegedly planning attack on the Parliament House, Online news agency reported.
Quoting unidentified officials as saying, the news agency reported that Saeedullah was arrested from Okara during a raid and shifted to Islamabad for interrogation. The man has served an intelligence agency and was expelled, the news service said.
The suspect belonged to Darra Adam Khel, a tribal area in Khyber Pakhtunkhwa, located between Peshawar and Kohat. Earlier, police have claimed to have arrested five of his accomplices for planning an attack on the Parliament House.
Raids were being conducted for his arrest over the past few months, the officials said, declaring his arrest a significant achievement.

Iraq general says ‘forces not ready until 2020′


BAGHDAD - Iraq will not be fully able to defend its borders and airspace until at least 2020, a watchdog quoted Iraq's top general as saying in a report on Sunday, months before US troops are to leave.
The Iraqi military's chief of staff, Lieutenant General Babaker Zebari, "estimated that it will take several more years before Iraq can provide for its external defence without assistance from international partners," said the report from the US Special Inspector General for Iraq Reconstruction (SIGIR).
"General Zebari suggested that the (Ministry of Defence) will be unable to execute the full spectrum of external-defence missions until sometime between 2020 and 2024, citing (Iraqi government) funding shortfalls as the main reason for the delay," the report said.
"Iraq will not be able to defend its own airspace until 2020, at the earliest," Zebari told SIGIR, adding that "an army without an air force is exposed."
Iraq has ordered 18 F-16 warplanes from the United States, but it will be years before that force is fully operational.
Zebari has stated before that his forces will require training for another decade before they are fully capable of securing the country.
Iraq's military has been tied down by years of bloody internal conflict here, with US officers saying it needs to transition to a more traditional role of external defence.
US President Barack Obama announced on October 21 that all US soldiers will depart the country by the end of 2011, after protracted and ultimately failed negotiations with Iraq about a post-2011 US military training mission here.
The roughly 39,000 US soldiers still in Iraq are now in the process of drawing down, after a nearly nine-year campaign that has left thousands of American soldiers and tens of thousands of Iraqi dead, with costs running into billions of dollars.

Minister urges businessmen to support pro-industry policies


Karachi: Karachi: Federal Minister of Petroleum and Natural Resources Dr. Asim Hussain has said that the business community must take ownership of the future of the country by supporting policies that are conducive to industrial growth.
During a visit to the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) Head Office in Karachi on Saturday, he said that government complete their tenure and leave, but the business community must ensure that policies that are essential for industry remain in place, by lobbying with the government of the time for their interests.
In his address to the business community, Dr. Hussain conceded that the business community was functioning under very troubled circumstances. At the same time, he urged the business community to assume a more proactive role in assuming ownership of government policy. He agreed that OGRA and Explosives should lie with the Ministry of Petroleum, and asked the business community to support this demand.
With regard to progress on the Iran Pakistan pipeline, he acknowledged delay in the pace with which the project was proceeding, but asked the business community to exercise patience, given the sensitivity of issue.
Hussain agreed that there existed ambiguity with regard to the ownership of resources under the Eighteenth Amendment and stressed that they must be removed. Similarly, he agreed that a coherent policy on LPG was needed for Pakistan. He also expressed the need for alternative energy to be placed under his Ministry, as was standard in other countries, such as India.

CID West Bengal website hacked by Muslim Liberation Army


New Delhi: An organisation calling itself the Muslim Liberation Army has hacked the website of Criminal Investigation Department of West Bengal.
The army says: “This institutionalized impunity with which the killings of civilians by military and police forces in Jammu and Kashmir continues should be a source of shame for India which propagates to be a democracy!”
It asked the Indian government to stop killing children, raping women and imprisoning the men.
It said that everyday hundreds of innocent people are abused, raped and even killed in Kashmir by the Indian army. “a third of the deaths are children.”
It said: “We shall not give up, giving up is not an option.”
The army also placed two pictures, one showing an Indian army man scaring away Kashmiri Muslim children and the other a tank at which a small child his hurling a stone

Assad warns of ‘quake’ if West intervenes in Syria

DAMASCUS - Syria's President Bashar al-Assad has warned that any Western intervention would cause an "earthquake" inflaming the region, after dozens died in one of the bloodiest days of the uprising against his rule.

In an interview with Britain's Sunday Telegraph newspaper, Assad warned of "another Afghanistan" if foreign forces intervened in his country as they had with the Libyan uprising that toppled Muammer Gaddafi.
"Syria is the hub now in this region," the paper quoted Assad as telling one of its journalists in Damascus.
"It is the fault line, and if you play with the ground you will cause an earthquake -- do you want to see another Afghanistan, or tens of Afghanistans?
"Any problem in Syria will burn the whole region. If the plan is to divide Syria, that is to divide the whole region."
His warning came as 20 Syrian soldiers were killed on Saturday and 53 wounded in clashes with presumed army deserters in Homs, while 10 security agents and a deserter were killed in a bus ambush, activists said.
The violence, in which loyalist and anti-regime casualties predominated in what is the worst surge of killing in six months, came as 12 civilians died and several were wounded by government gunfire.
In the area of Homs, at least 12 civilians died from fire by snipers and machineguns, while an undetermined number of others were killed in their homes by security forces, the Syrian Observatory for Human Rights said.
UN chief Ban Ki-moon urged Syria "immediately" to end attacks on civilians after dozens died in a fierce crackdown on dissent by Syria's security forces on Friday, which was also condemned by the Arab League.
In the attack on the bus, the Observatory said it had been transporting security agents between the villages of Al-Habit and Kafrnabuda in Idlib province, close to the Turkish border.
It had been ambushed "by armed men, probably deserters", it said.
The clash left 10 security agents and a deserter dead, said the Britain-based watchdog, which earlier reported 17 soldiers killed late Friday in the central city of Homs.
Suspected deserters had attacked two checkpoints.
Homs and Hama provinces have been at the forefront of anti-government protests that have been brutally put down by the security forces. According to the UN, the crackdown has claimed more than 3,000 lives, mostly civilians.
Ban's appeal came after activists said 36 people were killed on Friday by security forces during mass protests calling for the imposition of a Libya-style no-fly zone on Syria.
Ban "appeals for military operations against civilians to stop at once," said his spokesman Martin Nesirky.
"The violence is unacceptable and must stop immediately," he added. "The calls of the Syrian people for change must be answered with far-reaching reforms, not repression and violence."
Friday's violence prompted fresh condemnation from the foreign ministers of the 22-strong Arab League, which has been trying to broker an end to the unrest that has rocked Syria since anti-regime protests erupted in March.
An Arab League task force met Assad on Wednesday in Damascus and was due to hold talks Sunday in Qatar with top Syrian officials to try to reach "serious results and an exit to the Syrian crisis," it said.
But Syria's foreign ministry accused the Arab committee of stoking dissent, having been influenced by "lies spread by television channels".
It said Foreign Minister Walid Muallem would "inform the committee tomorrow of the true situation in Syria," the state-run news agency SANA reported.
The latest violence was the deadliest in nearly six months to occur on a Friday, the day worshippers emerging from weekly prayers at mosques defy the security forces and swarm the streets to rally against the regime.
The bloodiest Friday was on April 22, when the death toll reached 72.

Pakistan defeated Ireland in the quarter final and Hong Kong in the semi final to reach the final.

PML-Q, PPP workers to attend Imran’s rally


Lahore: The leaders of PML-Q and PPP have directed their workers to attend the rally of Pakistan Tehreek-e-Insaaf (PTI) and make it a success, The News Tribe correspondent in Lahore reported.
PTI has completed arrangements for its public meeting to be held on Minar-e-Pakistan on Sunday, which is likely to be a massive one.
The TNT correspondent said that the PTI workers have been busy in preparations for the public meeting for several days. Hoardings of party’s leaders and welcoming banners have been placed at all major roads of the city. Thousands of chairs have been placed in the Iqbal Park.
Police have made special arrangements for the security of the meeting. The DIG Operations has claimed that the security for the PTI rally would be better than that of provided to PML-N’s rally.

Malik gives “guarantee of democracy” title to Altaf


Karachi: Pakistan’s Interior Minister Rahman Malik has given the title “guarantee of democracy” to Muttahida Qaumi Movement (MQM) chief Altaf Hussain on Sunday, hours before the Karachi-based party was prepping for a rally to support President Zardari  in the port city.
Talking to media in Karachi, Malik said that derailing of democracy was discussed in Lahore rally instead of strengthening it.
“Soon I will reveal that how Sharif brothers made empires and mills’, he said.
He added that abusing the president is tantamount to abuse the Constitution.
In dramatic move, while talking to media, Malik took out his cell phone from pocket and phoned Altaf Hussain, telling that he is giving him the title “guarantee of democracy”.

US drone strike kills six in Pakistan


North Waziristan: At least six people were killed in a US drone strike in Data Khel area of North Waziristan Agency of Pakistan’s tribal region.
 Sources said that the unmanned US aircraft targeted a vehicle and house in Data Khel area of the agency.
Panic gripped the area after the attack as the drone continued to fly over the area.
Yesterday, Pakistan’s foreign minister Hina Rabbani Khar , during the commenwealth heads of government meeting,claimed that Pakistan has termed the US drone attacks inside its territory ‘unjustified’ saying these were counterproductive and diminished space for creating support against extremists in the region.
While at the same occasion Prime Minister Yousuf Raza Gilani has categorically said no permission has been given to the US to launch drone strikes inside Pakistan’s territory.

Faisal’s claims of RPP kickbacks another jolt for coalition

ISLAMABAD - The PPP-led coalition government is faced with an interesting situation as its federal minister, who happened to be the national assembly parliamentary leader of the second largest coalition partner – the PML-Q – is accusing the his former cabinet colleague and a PPP leader of taking bribes and commissions in the infamous rental power projects (RPPs) scam. 
Interestingly this accusation is not based on mere accusations in the media, but serious charges are being framed at the country’s highest forum – the Supreme Court of Pakistan – and the minister has also provided evidence of what he believes was a major scam undertaken by his own party’s government. 
This is the second such occasion that the PPP-led coalition government is being accused by its own federal minister and a leader of the coalition party. Earlier, former minister for science and technology Senator Azam Khan Swati of the JUI-F had accused PPP leader and then minister for religious affairs Sahibzada Hamid Saeed Kazmi of irregularities, which landed Kazmi in jail and sacking of both ministers.
Political & social analyst Dr Rasool Bakhsh Raees says the trend of enjoying power while accusing the government of corruption is a contradiction of politicians and elite groups who want to remain in power at all costs. 
“Though Faisal is speaking the truth, he was morally bound to resign prior to accusing the government. Remaining part of a corrupt and inept government is a huge contradiction; but the elite and politicians are obsessed with power and they cannot sacrifice ministries for principles,” he said, adding that the trend was in violation of parliamentary democracy and morality. 
However, Faisal Saleh Hayat looks in no mood to listen to such sermons on morality and democratic norms. 
“I should not be taught the lesson of morality, as I have been member of the National Assembly for six times, besides serving as a minister. I remember the words of the oath by heart,” Faisal said in a hearing of the RPPs scam case in the Supreme Court on Wednesday.
He said under his oath, he had to protect the constitution. Faisal said he was a petitioner and appeared in court on notice.
Raees, however, said that Faisal was speaking the truth and it was also correct that he had also submitted a petition in the apex court against the corruption and bribes taken in the RPPs scam. 
“His defiance and consistency reflects that he even does not care about his ministry. However, he should not have been part of the corrupt government he accuses of irregularity. And if his party had decided to be a part of a corrupt government, he should not have been taken oath as a minister. Or he should have at least resigned before appearing in court in the RPPs scam case to uphold democratic traditions and norms of parliamentary democracy,” he added. 
“But his very act of enjoying power and accusing the government in the same breath has exposed his obsession to remain in power at all costs,” Raees said. 
Despite taking oath as a federal minister, Faisal on Thursday unleashed a series of accusations before a two-member apex court bench headed by Chief Justice of Pakistan Iftikhar Muhammad Chaudhry. He said an officer, Tonio, who was the head of the Northern Generation Company, issued two notices to a RPP that was inaugurated prematurely and could not fulfill its requirements. He said Tonio was trying to get $55 million back from the said company, but he was transferred.
He said the Auditor General of Pakistan had already pointed out Rs 50 billion corruption in RPPs contract. He said in May 2000, PEPCO was constituted and it had capacity of 19,500MW megawatts at that time, while three Independent Power Producers (IPPs) were generating 1200MW megawatts additionally.
He said 6,000MW projects of IPPs were ready but the government was not taking advantage of it.
Faisal said two RPPs, Alstom and General Electric, were given Rs19 billion in advance for three-year contracts and these companies had to produce 286MW megawatt per day, but less than 50 percent of the agreed volume was being generated.
He said Iqbal Z Ahmad, who got Rs 5 billion out of this Rs 19 billion in 2008, owned General Electric Company.
When Faisal tried to defend the cabinet, the chief justice asked him not to try to do so. “With your induction, did all corruption charges washed-out,” the chief justice remarked. 
Faisal said an RPP named Karkay in Karachi was producing just 25 percent of the given capacity, but it was given full payment. 
He said Karkay had been given $80 million and a 14 percent of the mobilisation advance against the rule of seven percent, which was sheer violation of the rules.
The minister said there was no pre-qualification before giving these contracts and no due diligence was carried out. A day earlier, Faisal contended that completion of RPPs was deliberately delayed by the Water and Power Ministry to get huge kick-backs.
He alleged that the Water and Power Ministry had presented incorrect figures on RPPs before the government and the cabinet, which led to severe power crisis in the country.
